This e-FIR facility can be availed only in cases where the accused is unknown and no force was used or injured during the incident. After completing the preliminary inquiry of the e-FIR within the stipulated time frame, if any fact is found in it, then such a complaint will be converted into an FIR.


The list of procedures for the e-FIR facility states that the complainant will have to register on the citizen portal and upload the details of the vehicle or phone theft complaint online. The application should be scanned and uploaded after the plaintiff has signed the printout of the application given at the time of the online application. The complainant will be informed that the complaint application has been received through e-mail-SMS.


The e-FIR will be forwarded to the police station designated by the complainant in details of the incident. If the name of the station is not mentioned, the e-FIR will be forwarded to the office of the Commissioner of Police/Superintendent of Police and the e-FIR will be sent to the office of the Commissioner of Police/Superintendent of Police. The officers on duty in the police station concerned will be able to see the e-FIR in the portal worklist by logging in with the user ID of e-Gujkop in the police station and in any case, the officer-employee on duty will have to be sent to the police. Station for preliminary check within 2 hours. When the preliminary inquiry is handed over to the Investigating Officer on duty in the Police Station, the Inquiry Officer as well as the complainant will be informed by e-mail or SMS about the workload of the Inquiry Officer.


On receipt of such e-FIR, the Inquiry Officer will first make a necessary study of the e-FIR and contact the complainant within 6 hours of uploading to verify the relevant documents as well as visit the vehicle or mobile phone theft scene. , The entire process will be completed within 2 hours of the e-FIR being uploaded and the preliminary inquiry report will be sent to the station in charge. Thereafter, the Station Officer will dispose of the e-FIR in a proper manner within 2 hours of the receipt of the report. If the details of e-FIR are correct then FIR will be registered in e-GujKop. If the place of incident does not come under the jurisdiction of his own police station, then an FIR will be lodged in the concerned police station. If the e-FIR contains false documents and wrong details, the application will be filed.


The Station Officer will have to dispose of the e-FIR within 3 hours of uploading the e-FIR from the Citizen Portal - Citizen First Mobile App. If it is not disposed of within 2 hours, the e-mail and SMS regarding the pending e-FIR will be sent to the senior police officers immediately. Thus, if the final decision regarding the e-FIR is not taken within five days, the standard rolling number of the FIR will be automatically allotted to the e-FIR by e-Gujcop and further action will be taken on the same by the Station Officer. Like any other normal FIR.

Also, the Commissioner of Police-Deputy Commissioner of Police-Superintendent of Police or the concerned officer of the police station will be held accountable for not taking standard action within 150 hours of e-FIR and disciplinary action will be taken against them.
